The Ministry of Gender, Children, Disability and Social Welfare (MoGCDSW) is mandated to promote equal participation of women, men, girls, and boys in the national development agenda. Gender mainstreaming is one of the key strategies employed by the ministry to fulfil its mandate and is designated as a Key Result Area in the ministry’s strategic plan.1 To achieve the objectives of this Key Result Area, the ministry coordinates gender mainstreaming interventions across all sectors of Malawi’s government.

One of the biggest challenges facing African health systems is the shortage of human resources for health (HRH). This shortage has been exacerbated by the AIDS pandemic, which has not only increased attrition of health workers, but has also increased work loads as a result of increased morbidity in the general population. In addition, morbidity among health workers themselves leads to absenteeism, resulting in work overload for the remaining health professionals (Paradath et al, 2003).

This booklet is an educational resource to assist teachers in Malawi, to discuss and explore with your learners the new Gender Equality Act (GEA) 2013 written by the Government of Malawi.

Africa's insufficient health workforce is a major constraint in attaining the Millennium Development Goals for reducing poverty and disease (Manafa et al., 2009). The World Health Organization's (WHO) World Health Report 2006 shows that countries with fewer than 2.3 doctors, nurses, and midwives per 1,000 people fail to achieve an 80 percent coverage rate of measles immunization and the presence of skilled birth attendants during childbirth (WHO, 2006a).

In this first decade of the 21st century, immense advances in human well-being coexist with extreme deprivation.  In global health we are witnessing the benefits of new medicines and technologies. But there are unprecedented  reversals.

This Annual Report comes in the final year of the Millennium Development Goals (MDGs) and the Health Sector Strategic Plan (2011 – 2016). It is, therefore, a good time to start reflecting on the overall achievements made under the ending HSSP in order to inform the next Health Sector Strategic Plan for the Country. Consequently, the presentations in this report are a mixture of the 2014/2015 Fiscal Year performance and the trend in health outcomes over the last five years.
